Using XML Bill Format

You list the URL for Bill Text and PDF, are we allowed to use the XML version for parsing?
ie:
Bill Number: H.Con.Res.83[112]
http://www.gpo.gov/fdsys/pkg/BILLS-112hconres83eh/html/BILLS-112hconres83eh.htm

Also has an XML version:
http://www.gpo.gov/fdsys/pkg/BILLS-112hconres83eh/xml/BILLS-112hconres83eh.xml

    The rules of the contest do not prohibit you from using the XML version to assist you; however, please keep in mind that the challenge requirements ask that a solution be developed that converts the text of the four U.S. Congressional bills to Akomo Ntoso XML schema. The challenge seeks to test Akoma Ntoso from scratch. Make sure that it is possible to tag the text of the four U.S. Congressional bills using Akomo Ntoso without being limited or unduly influenced by existing Congressional XML.
